Having completed the summit selection process from Project: RESURRECTION, it was felt the next logistical step was to reorganize the command structure and distribute the clansmen between the available [[Arcona#Houses_of_Arcona|Houses]].

Reviewing the roster revealed that the roster was bloated. There were 125 members of which the following statistics were extracted: Arconan Membership Statistics (as of: 16/10/07)

==1—SITUATION==


Having completed the summit selection process from Project: RESURRECTION, it was felt the next logistical step was to reorganize the command structure and distribute the clansmen between the available Houses.
* 25% of these members were [[JM4|DJK]]+ in rank. These members are generally considered to be active whether on a day-to-day basis or during specific Brotherhood events. They have established themselves as clansmen and contributing members of the Brotherhood.
* 16% of these members are [[NV4|ACO]]-[[JM3|JH]] in rank. They are up and coming Journeymen who can generally be considered to be involved in training and are slowly moving through the Journeymen ranks.
* 59% of these members are [[NV2|APP]]-[[NV3|NOV]] in rank. They are bloating the rosters and many of them have either given up or are not serious about completing their training. The majority of these individuals will never complete their training and are only removed from the roster when their e-mail address bounces!

The purpose of the Shadow Oath is to deal with the stagnating 59% who join and do not complete their training. They appear to be a waste of resources:


* 25% of these members were DJK+ in rank. These members are generally considered to be active whether on a day to day basis or during specific Brotherhood events. They have established themselves as clansmen and contributing members of the Brotherhood.


* 16% of these members are ACO-JH in rank. They are up and coming Journeymen who can generally be considered to be involved in training and are slowly moving through the Journeymen ranks.
* Envoy’s e-mailing them to no effect
* Using Brotherhood website resources (which impacts on storage capacity/ administration time for the [[MAA]] etc.)
* Making management of members more cumbersome for Clan summits
* Creating false impressions of Clan numbers.
* “Muddying” the interpretation of Clan quality (i.e. a big clan must be a good clan).
All these issues should be addressed as Clan [[Consul]] I wish to provide a more functional, realistic roster for my members - too fundamentally make everyone’s job easier.

We would like to create a “Shadow Oath” that all new Arconan arrivals must be made aware of, much like a license agreement on software. This “Shadow Oath” would clearly state that within Clan Arcona they would have exactly 1 month (30 days) to reach the rank of [[Protector]]; if they do not reach it in that time, they will be removed from the roster and sent to the [[:Category:Rogue|Rogues]]. If they were not prepared to accept this oath, then they should not be accepted into the Clan as new members as their attitude would not be suitable for our new, more focused mindset.


==2—OBJECTIVES==
Furthermore, this could be delivered in a fictional IC method, thus relaying a flavour of the Clan to the new arrival and further setting us apart from the other Clans.

* New members of the Brotherhood should be made aware of Arcona’s “Shadow Oath” policy through their [[Initiate]] studies. This would prepare them for their Clan selection and allow them to make an informed decision.
* When members request a Clan the webpage should highlight the Arconan “Shadow Oath” policy as a final warning before selection. This may impact on the SCL, forcing an amendment to the website.
* Members will be accepted and the Clan/House envoys will further remind the new arrivals of the Shadow Oath in their “welcome e-mail”, ensuring they understand the policy. Any mistakes can be dealt with at this early stage.
* Members will now have a 1 month time period (30 days exactly) in order to reach the rank of Protector. Those who do not reach this rank will be moved to the Rogues. This may impact upon the MAA giving him an additional workload of Clan to Rogue transfers. Envoys will also need to monitor the time period. (Ideally the SCL could code some sort of training counter into the dossiers so that all were aware of the time available. Upon expiration an automatic transfer to Rogue could occur. This would obviously create more work for the SCL.)
* Members who run out of time and later wish to return to Clan Arcona must have their transfer request approved by the Clan Consul before they are accepted back into the Clan. This will ensure anybody who is flushed but has genuine reasons for not completing on time can be re-admitted.

* How are the current idle APP’s/NOV’s on the roster dealt with?
** Those who have been in the club longer than 2 months and are still APP/NOV will be sent to Rogues immediately.
** Those who have been in the club around 1 month and are still APP/NOV will be informed they have 30 days to reach the rank of Protector or they will be will be sent to Rogues.
** Those who are new arrivals will be directed to this policy and it will be explained that they now have 1 month to complete their training to the rank of Protector or they will be sent to Rogues.
* How will the other Consul’s react?
** Regardless of their reaction I am happy for the policy to be implemented across the Brotherhood or for sole use by Arcona. Either we all follow it - or Arcona alone gets the privilege and opportunities this policy will offer. Similar policies from other Clans should be considered as plagiarism as outlined in the [[Dark Covenant]], as they would steal the uniqueness the Shadow Oath offers Arcona.
