The Dictum of Two Skies was the event marking the day in which Grand Master Jac Cotelin merged Clan Exar Kun and Clan Satal Keto into the new clan: Clan Plagueis. It occurred on June 9th, 2005 at 5:37 PM.

Prelude

Clan Satal Keto, deeply weakened from various events, was attacked by the feared pirate group Crimson Tide. While they battled, the Consul slowly started to see that despite having the force on their side, they were losing to the vast number of pirate forces. Not wanting to accept his fate, he called to their sister clan, Clan Exar Kun.

Despite the fact that the two clans had not always been the best of friends, the Kunians answered the call, and came to the aide of the Ketoans. After two days of fighting, they were finally able to force the Tide to retreat, although not destroy them completely.

During the fighting, the two clans had been weakened even more, however, and knowing they faced extinction went to the Dark Council for help. Grand Master Jac Cotelin called upon the Star Chamber, and it was then, twenty-three years after the Battle of Yavin, that the two were merged to form Clan Plagueis.

Real-Time

In reality, the two clans had slowly been declining in activity over the past months, as was especially shown in the Sixth Great Jedi War. When Jac's Deputy Grand Master came to him with an idea, he approved, and merged the two, forming what he called at that time a "superclan".

Over the past two years there has been frequent discourse within the Dark Council about the state of the DB Clan system. Throughout that time, there have been many people opposed to removing any clans, and many people for it. As a lot of you know, I have been on a mission to reduce the number of leadership positions in the DB, so as to concentrate members in more active groups and create a list of duties that will keep a leader with work to do. In this, I have always supported closing or merging a clan. In the past, Mav has been the person that has kept me from doing so.

About five days ago, Mav approached me about the possibility of merging two clans. As Deputy Grand, Mav has been observing the clan activity and has realized that there is a problem brewing in the DB: we are losing too many new members by making them lead too early and then losing them for lack of experience. While our membership numbers have grown, we have not been reloading our leadership core as needed.

To help solve this, we are closing two clans and reopening them as one. Clans Satal Keto and Exar Kun are closed as of right now. They have been merged together to form Clan Plagueis. This new clan will be a dominant force in the DB. Former Grand Master Chi-Long is leading the clan. Within it are houses Exar Kun, Satal Keto, and Bane.

This is not a decision that I come to lightly. It's not a statement on the leadership ability of those in either clan. It is simply a reality that we need to deal with that we are missing a "middle class" of experienced members in most of our clans. Plagueis will be dedicated to training members to fill those positions in the future.

I realize that this will come as a shock to some. It's not a pleasant thing to do, but I believe it's necessary to keep a strong membership and leadership foundation within the clans. The histories of these proud clans are not lost. They are simply added to this day. I hope that the traditions within those clans will be continued and forged into a new set. Clan Plagueis will help bring a bright future to the DB.

As a side note: the systems and strongholds of Satal Keto will be kept under Dark Council control for the time being. All possessions of both Exar Kun and Satal Keto will be given to the new clan.

With the new clan still in the beginning stages, there was a need to trim down on the vast number of members from the two old clans. To solve this problem, Jac Cotelin called them all to a battlefield, where they sparred for three days straight, cutting down those too weak to be accepted into Clan Plagueis. When the fighting finally concluded, the Plagueians had been formed.

Real-Time

While some members took the merger as an opportunity, others were not so keen to it, loving their old clan too much. Arguments went on for around a month, until eventually stopped by the Grand Master and Plagueis Consul. Some decided to give the clan a chance, but many did not, and either went Rogue or transferred to other clans.

At first, Clan Plagueis stood with 148 members, but over the course of a month the number was quickly cut down to around ninety.
