The Chamber of Justice Clone Program was a multi-step process initiated by Justicar Kir Katarn to actively seek out and remove all clones from the Brotherhood's roster. It was begun after several high-profile cloning cases which took place during the Eighth Great Jedi War. The program contained four main steps: Clone Amnesty I, the IP sweep, Clone Amnesty II, and the prosecutions.

Clone Amnesty I

The entire Clone Program originated from the idea for a large "Amnesty" project, which eventually became Clone Amnesty I. The Dark Covenant listed cloning as a violation of the Articles of Conduct and Reprimand for several years. Over that time the Dark Council and Chamber of Justice had dealt with clones when they were brought forward, instead of actively seeking them out. However, due to increasing competitiveness of Vendetta events and the potential for cheating, the Chamber of Justice determined that a program should be started to eliminate all clones Brotherhood-wide. Before starting a massive sweep, the Chamber decided to give all of the Brotherhood's members the opportunity to turn in any clones they had created. If they did so the clone would be deleted, but they would not receive any punishment. However they were warned that failure to divulge known clones would lead to future harsh punishments.

IP Sweep

After Amnesty I was finished, the Justicar partnered with the Praetor to the Seneschal to complete a massive sweep of every recorded website login to search for multiple dossiers which originated from single IP addresses. Once the data had been gathered, the Justicar began investigating all the matches to discern which were due to cloning and which were due to ISPs, reported shared IPs, etc.

Clone Amnesty II

The IP Sweep and subsequent investigations led to a list of members who had matching IPs which were not easily explained, and therefore were under suspicion of cloning. In Clone Amnesty II, the Justicar individually contacted each member on this list, informing them of their status and requesting they explain the match if possible, or plead guilty to cloning if they had neglected to do so during Amnesty I. Those who plead guilty now would not be given the previous complete Amnesty - they would receive a Letter of Reprimand. After this process was completed more clones had been removed, and the Justicar was left with a short list of members under suspicion of cloning who had not taken the offers given.

Prosecutions

In what are now known as the "Clone Cases", three members of the Brotherhood were brought to Trial for Cloning, after having been filtered through the above processes. The relevant cases are 021 DB vs. Cornix, 022 DB vs. Drepo Mcarc, and 023 DB vs. Jason Hunter, and the relevant explanation can be found in Chamber of Justice Communique #022 A and B. All three members were found guilty of cloning, demoted one rank, given an Official Letter of Reprimand, and three months probation.

Conclusion

The Clone Program was a success, eliminating a total of 24 clones from the roll. This process ensured that future competitions would be fair, with each member contributing only one-member's worth of points for any clan. Since then, the process of checking for clones has been made automated, with the server sending an email to the Chamber of Justice and Master at Arms when a new member joins from a matching IP address of a current member.
