After Amnesty I was finished, the Justicar partnered with the Praetor to the Seneschal to complete a massive sweep of every recorded website login to search for multiple dossiers which originated from single IP addresses. Once the data had been gathered, the Justicar began investigating all the matches to discern which were due to cloning and which were due to ISPs, reported shared IPs, etc.
