The Confederacy of the Outer Reaches is a small, regional organization consisting of member worlds and systems in the Unknown Regions near the Aliso system. Established by Clan Plagueis in 41 ABY, the Confederacy operates as an economic and defensive alliance. It was formed with the primary intent to improve the economic standing of the Ascendant Clan. Their corporate front, Hyperdyne Systems Interstellar, plays a large role in creating and reinforcing the partnerships throughout the organization.
History
At the conclusion of the Sixteenth Great Jedi War, Clan Plagueis found itself without allies in the Dark Jedi Brotherhood. Though the signing of the Cantonica Accords in 40 ABY alleviated some of the open animosity from the other clans, the need for new allies persisted. With designs on spreading their influence beyond the Aliso system for such purposes, they began laying the groundwork for these partnerships with systems in the surrounding area. Utilizing Hyperdyne Systems Interstellar as a vehicle to create these preliminary connections with their regional neighbors, Clan Plagueis set the stage for the Confederacy to be formed. It wasn’t until the incursion of pirates on these neighboring worlds that the Ascendant Clan was able to intervene and give rise to the new organization through their display of military prowess. The first members of the Confederacy outside of Aliso included the Lutus and Hurana systems as well as the Twi'lek moon colony of Nuede.
Outlining the exchange of economic benefits and security services as the two pillars of the Confederacy, the Clan began providing the other members with friendly, routine patrols and anti-piracy operations. Though the offerings of lucrative trade deals and capable military protection are enticing to most, some neighboring systems were resistant to the subtle incursion of Hyperdyne and Clan Plagueis that came with membership, requiring the need for more covert encouragement. Espionage, economic infiltration, influence campaigns, and diplomatic outreach on prospective member worlds led to slow but steady growth, including the addition of more member worlds: Platte, Ga’tor, the Krung system, and Roo Colony.
Organization
Organized around cementing the security and prosperity of the Alisoan regime that founded it, member worlds are only given notionally equal status within the group. Early on in their terms as a part of the Confederacy, leaders and officials from member worlds are given important sounding roles that are often nothing more than sinecures. The true intentions are for the Plagueian goal of a self-sufficient hegemony to become manifest through the growing regional alliance behind which they are the dominant force.
The organization cooperates through a council that meets quarterly at various host locations. For appearances, the ‘leader’ of the Confederacy is a one-year non-renewable post that rotates through each member world. The leader is simply proclaimed the Speaker of the Council. As of 43 ABY there have been three speakers. Quietly the true power and policy making emanates from the Pinnacle on Aliso regardless of whomever the ‘Speaker’ is at any given time. The alliance is otherwise organized around a patchwork of bi- and multilateral treaties. Most member worlds quickly become heavily involved with Hyperdyne Systems Interstellar for major infrastructure and procurement activities, allowing the Ascendant Clan to further ingratiate themselves with the surrounding governments and societies.
