Tarentum Military Policy

The following is the new policy for the Tarentum Military.


Disbandment

As of this date, March 8th, 2012, all positions held within the Military of House Tarentum are hereby removed from members who hold them. The only position that is not affected by this is the position of Marshal.


Activity Quota

From this point forward, any member wishing to hold a command within the House Military will be required to maintain a quota of activity. This quota is subject to be changed at the discretion of the House Summit. The quota of required activity shall be judged on the time frame of one month. Military members are required to participate in at least four competitions. These competitions are not required to be House level, they can be from any facet of the Brotherhood. However, at least ONE of your submissions has to be a fiction event of at least one page. However, should such an event not be available at the house level, than this requirement is waived for that time period.

Members in Leadership positions may be exempted from these requirements.

If during a period you fail to meet the activity quota, without notification to the Military Command Council (MCC) and House Summit, you will be removed from your command, you will maintain your rank, and placed in the Reserves.


Reactivation

If you are in the Reserves and wish to reactivate into the military then you must contact the MCC and the House Summit. You will be placed on a probationary period of one month in which you are assigned to another Officers command. At the end of this probationary period your will be evaluated and you will be assigned a command of your own. (Plain English, you will be given a position in someone else’s command, after you meet the activity quota for the period, you will be given your own command.)

Members that had previously held a Command are not guaranteed to get that command back. They will be assigned to what is available in their field (with exception to members on leave).


Leave of Absence

Members who need to take an extended Leave (for a period of one month or longer) must inform both the MCC and the House Summit. Once the Leave of Absence (LoA) is approved then you will be placed into the Reserves and an NPC will take over your command. If you give us an estimated date of return (and you return within two weeks of that date) then you will be placed back into your command after notification is sent to the MCC and House Summit of your return. If you do not know how long you will be gone, your command will be held by an NPC for two months, after the end of the second month your command will be placed in the pool of open positions. Upon return, after your command has become open, you will be placed into an open command position upon notification to the MCC and House summit on your return.


Service

Members of the House who wish to enlist in the House Military should contact the MCC and House Summit and notify them of which branch they would like to join and what they would like to do within the Military. Upon evaluation of the member’s current rank and achievement in the brotherhood the person in question will be assigned a probationary enlisted position. Upon successful completion of this term (along with any assignments given from the MCC or House Summit) the member will be given an officer rank. The Probationary period shall last a standard amount of time of one month. However, under special circumstances, it may be waived, reduced, or extend.

If the member wishes, upon completion of his probationary period they may decline Officer Academy and stay an enlisted member. A new rank, within the enlisted ranks, may be assigned upon this choice.

At the end of every one month quota cycle the MCC will review the activity of each member of the military and evaluate them for a possible promotion. The House summit has the option to review these recommendations if they so wish. If the MCC has decided to promote a member, then they will approach that member and offer them the promotion and what new assignment will come with it. Members have the option to accept both, accept the promotion but keep their current assignment, or refuse it all together.

Members will request the type of unit within their branch they would like (with the exception of capital ships in the navy since they are limited in number). The MCC will take the members requests into account before they offer them a position. After the offer is made, the MCC and the member can discuss it to find an acceptable compromise if it is not what the member wants. You are NOT guaranteed to have the type of position you want, sometimes you will be assigned a position and that will be the only available thing at that moment. You can always request a Unit Transfer at a later date.

This is meant to be fun and a way to participate in the House. We will try our best to give you the type of position you desire, however, sometimes you may have to work to get what you actually want. For example, enlisted ranks will not be placed in officer command positions, and officers have to hold the required rank (as detailed on the wiki page about ranks) to have command of certain types of units or size of units.


Special Promotions

Promotions may be awarded outside of the normal monthly review period for select acts. These acts go above and beyond your normal obligations as a member of the House and a member of the Military. For example Commanding officers may see something from a member that the MCC misses and they can recommend the MCC review the member early such as inspiring activity in Tarentum to a high degree or exceptional service to the House as a whole.

There are also Field Promotions. These promotions are only valid until the end of the event they took place in. For example, if you are the XO of a Ship and your Captain is killed in the line of duty in a Run On, for the remainder of the Run on you are the captain of that ship. At the end of the event, the MCC can review the Field Promotion and decide to make it a permanent Promotion.


Special Command Positions

This section is about certain types of command positions within the Army and Navy. Special Command Positions are normally Battalions and above for the Army and Capital ship and Platform Command for the Navy. However, they may also include other things, like special fighters and unit types.

These positions will be handed out at the discretion of the MCC and the House Summit. They may be, occasionally, offered up as rewards for high level of activity, or for rewards for specific competitions, or even over all high performance in a major Brotherhood event (such as a GJW, IG, or RoS).

These positions may also come with a higher activity quota to be maintained, this will be determined at the discretion of the MCC and House Summit.


Marshal

As of this moment the Marshal position is being restructured. The Marshal will now serve as an advisor on the MCC. During times of War, if it is needed, the Marshal can assume unilateral control of the House Military, answering only to the House Summit. Otherwise the Marshal is an advisor to the MCC and House Summit.

The Marshal position is an honorary position that is held by Oberst. This position is his until he decides that he no longer wishes it, at which point the position will be phased out completely.


Military Command Council

The Military Command Council consists of the Marshal, the Naval Chief of Staff, and the Army Chief of Staff.

The MCCs primary responsibility is the administration of the military. They are responsible for filling ranks within their branches and monitoring member’s activity levels. They will be responsible for making sure members meet their activity quotas and that they are awarded promotions when needed (with the approval of the House Summit).

The Marshal, is an advisor to the other members of the MCC and is not required to participate in any of the discussions.

On Branch related issues, the Chief of Staff of that branch has the ultimate authority to decide (except where otherwise stated in this document). In issues that require a vote, should they arise, the Marshal can be called upon to break a tie, or the Aedile of the House.

The two Chiefs of Staff are not ranks but rather positions that are appointed at the discretion of the House Summit. However, they are required to maintain all requirements of an active member of the military and they are required to hold an officers rank; during their term as Chief of Staff their rank is suspended.

The Chief of Staff may take command of any unit within its Branch should the need arise. If the Chief of Staff had a Command Position before taking on the role, for the duration of their term a NPC will hold the position they vacated and upon stepping down as Chief of Staff the Command Position will be returned to them if they so desire it. However, the Chief of Staff may, at any time, open his former command up to someone else and this right of holding will no longer be applicable.

Chiefs of Staff serve for as long as they remain active in the role and may step down when they desire. However, the House Summit reserves the right to remove one or both for any reason at any time.


House Summit

For the sake of this document the House Summit is defined as the Quaestor and the Aedile.

The House Summit can suspend these requirements should they deem it necessary.

The House Summit has final authority on all matters of the Military. They can override the commands of the MCC at any time and the MCC answers directly to them. The House summit has the authority to appoint anyone to any positions and to remove them should the need arise.

The Aedile shall serve as tie breaker in any ties of the MCC if the Marshal does not or is unable.

The House Summit can take command of any unit within the military at any time for any reason.

The House Summit can also amend this document at any time with no prior notice. However, all amendments to this document must be published to the House before they can take effect. Amendments to this document are to be placed within the section they are related too (or a new section can be created if it is needed) and they are to be marked with Amendment # Date.
