Until the Vong Invasion of 27 ABY, the Dark Voice was headquartered in the Dark Hall on Antei, and Eos before that.  While it had offices aboard the flagship of the Brotherhood fleet, most of it's work was done from the Dark Hall, in the comfort of terra firma.
===Location===
On the sixth day of the Vong Invasion of Brotherhood Space, Dark Voice Tribune Derev Niroth was amongst the last remaining members of the Brotherhood to remain in the Dark Hall on Antei.  Fearing that a ground invasion was now a foregone conclusion, the Battlemaster decided it was time to leave the Dark Hall.  After backing up as much information as possible in the short amount of time he was given, the Battlemaster ordered his remaining staff to evacuate the Dark Hall.  As he did so, he realized he was the last to have done so, the Dark Hall was abandoned.
As The Scribe quickly made it's way out of the Atmosphere, it was fired upon not by the Vong, but by an unknown ship of the Brotherhood's fleet.  As they rose into orbit, his communications panel lit up with the first communique he had seen - Grand Master Sarin hjad executed the Baraata Option.  With Antei ordered abandoned, and what was left of the Dark Council's fleet quickly failing, the Battlemaster ordered a retreat to the Yridia System, hoping to find safe haven in the arms of his clan.
As The Scribe approached the Yridia System, it received a communique from Consul Bloodfyre, who ordered him to reverse course immediately, that no members outside of Tarentum would be permitted to enter Tarentum Space.  His staff of mixed clan's, the Battlemaster in turn contacted each of the six clans, all of which barred him safe harbor in their space.
With this new era upon the Brotherhood, the Dark Voice Tribune quickly began to question his publication's place in the New Brotherhood.  With the war seemingly ended, the Battlemaster finally would link up with the new Dark Council Fleet, and was granted harbor by the Grand Master, with specific instructions.
The Dark Voice Staff would have offices aboard the flagship, but would not transmit anything related to the Dark Voice from the flagship.  Instead, they would be forced the use The Scribe as their primary broadcast vehicle.

The Dark Voice was the Official Newsletter of the Dark Jedi Brotherhood, and was led by the Dark Voice Tribune under the authority of the Iron Throne. The Dark Voice published 8 issues per Volume, and each volume ran the span of two years (Star Wars Timeline).

Dark Voice History

Pre-Exodus

The Dark Voice published 29 issues, from 1995 until 2004 prior to the Exodus from the Emperor's Hammer. Jac Cotelin will add additional history here.

Post-Exodus

The Dark Voice published 18 issues from April of 2004 until June 15th of 2007, prior to the reformation of the Dark Voice by Sith Battlemaster Derev Niroth.

The Reformation

After being named Dark Voice Tribune in May of 2007, Sith Battlemaster Derev Niroth quickly sought to make what seemed as drastic changes to the Dark Voice, under the distant guidance of the Iron Throne. After publishing a single issue following the "status quo", Derev began to make massive changes to every aspect of the Dark Voice. Deciding to start a new Volume, the first issue of Volume 5 led the new revival of the Dark Voice.

Dissolution

With only a few issues under his belt, the Dark Voice Tribune could no longer handle the criticisms brought down by those in the Brotherhood. Leaving the Brotherhood permanently, the Grand Master found that the Dark Voice had served its purpose, but could do so no longer and so had it removed from the rest of the organization.
