Tonfrat is a small run-down settlement on the outskirts of Caleria. It is the kind of district the big-wigs and wealthy prefer to pretend doesn't exist. Spices and death sticks are often dealt on street corners whilst vandals take advantage of the pathetic law enforcement to vandalize old and forgotten structures.
 
There are two establishments of note; '''''The Rancor's Rest''''', a bar with a broken neon sign that smells of death sticks. Patrons drown their sorrows in booze or wager their days wages in games of pazaak.

The Resort City of Caleria was founded in late 39 ABY by then-Vice-Chancellor and Grand Admiral Teebu Nyrrire on the southeastern coastline of the Marid Plains in Eastern Kasiya as a home for the millions that were displaced following the solar flare that struck the moon of Ostara. It also serves as a refuge for many of the moon's citizens that did not want to live the 'megacity' life that was quickly growing within Port Kasiya. When compared to its sister city, Caleria itself has a very different structure and lifestyle, built around leading a simple life around nature and away from politics.

Early History

Following what became known as the Elysia Incident, where a massive solar flare was launched from the Caelus star that directly struck the moon of Ostara, a refuge was needed for the Taldryan citizens that had been evacuated from its surface. While many had been rescued, a large majority had to be left behind because of fierce ion storms that formed across the atmosphere and cut off all communications with the surface and any ability to reach it.

Many of those that were rescued however, disliked the idea of living in a mega-city of which Port Kasiya was quickly becoming. As a solution, the concept of Caleria was created and construction began in earnest. A significant amount of resources were diverted from Port Kasiya and other locations throughout Taldryan to support its development, and in a collaborative community-style effort the core of the city was completed by late 39 ABY.

Throughout the remainder of 39 ABY and the early months of 40 ABY, significant expansion took place underwater with the creation and development of additional wards and compounds with a decent amount that was generally restricted. The city saw a large boost in support and influence when the [Taldryan Navy|Taldryan Republic Naval Fleet]] made Caleria the home of its headquarters and the location of its shipyards.

Compared to other cities, profits are not something that many of the denizens look for, instead choosing to contribute to the betterment of the city through various forms of labor in exchange for living arrangements and food, with better accommodations and support for the harder jobs.

City Administration

Until mid-41 ABY, Caleria was run by Grand Admiral Teebu Nyrrire and the Taldryan Republic Naval Fleet Admiralty Board. Following his death, the city chose to shift away from Naval leadership and instead appointed a Board of Governors to lead them and ousted the Admiralty from the Second Citadel. The board consists of seven members, each of a different species and from a different district, but a key distinction being that all seven have direct ties to Ostara, with every nomination of someone with Port Kasiya or Chyron origin completely ignored.

Districts

  • District 1 - The Second Citadel - The heart of Caleria and its command center, the Second Citadel as it was named, was named such to succeed its predecessor on Ostara which was its main seat of power.
  • District 2 - Central Corridor - The central corridor is made primarily of walkways and skyways which travel both underground and in the air to allow easy travel between the districts. On the ground level, there are dozens of walkways as well for those who choose to take their time traveling.
  • District 3 - Taldryan Republic Naval Fleet Headquarters - The far eastern district within the city has a massive tower with extensive defenses built in which serves as the primary headquarters for the Taldryan Republic Naval Fleet, and location of the Admiralty Board's offices. It sits directly adjacent to District 7, which is the home of the shipyards for the fleet.

  • District 4 - Ostara Harbor - The harbor is one of the main areas of commerce and support for Caleria, allowing for a significant amount of fishing vessels and a freighter landing area for space-borne ships to dock, and is directly supported by the trade district in District 6 which distributes the goods throughout the city.




District 5's Hydroponics Administration Building
  • District 5 - Garden - The area known as "Garden" is the main district where the citizens of Caleria can come to relax and unwind, with dozens of parks and amusement opportunities including a water park and kayak access onto a small river that travels around the city and back to the district. It is also the home of the Hydroponics Administration, which oversees all of the greenery and plant life that exists throughout the city.




  • District 6 - Trade District - All of the goods and merchandise that are brought into Caleria are funneled through the Trade District, before being disseminated to the public of Caleria. The same goes for goods and merchandise of Calerian origin that make their way out for sale to other cities or worlds, being gathered and boxed up here before sent out on ships.
  • District 7 - Naval Shipyards - Directly adjacent to the Naval Headquarters, the shipyards are where the majority of the fleet's ships land and are serviced, with some newer ships being constructed here from scratch as well with support from Seitia Prime and other ship-knowledged organizations. It is the dream that at some point the Taldryan Republic will be able to construct their own ships without the reliance of Arx's shipyards and to conserve funds.
District 8's Residential Penthouses
  • District 8 - Residential Penthouse Wing - Home of the Caleria Board of Governors and other leadership of the city, this district is the most luxurious out of all of them and is reserved for those in the most upper echelons of city leadership. Access is also fairly restricted, allowing for a great deal of privacy. Surprisingly as well to even some citizens this district is among the most fortified and guarded second only to the Second Citadel, with its own private security force whose authority supersedes even that of C-Sec. This is a fact that causes a significant amount of stress between the city administration and C-Sec, but any arguments or disputes always seem to fall upon deaf ears.



  • District 9 - Commons - One of the main meeting areas of the city, this district is similar to Garden in its design but with far less amusement opportunities and fewer parks. The main perk of this district being the various sports facilities, meeting halls, and conference rooms where individuals, groups, or even organizations can host events or meetings away from the bustle of the rest of the city.
  • District 10 - C-Sec - The main home of the Caleria Security Forces, commonly referred to as C-Sec. All of their operations within the city are coordinated from here, with the only areas that they are not allowed into being the Second Citadel and all areas underneath the city, much to their disappointment. Even when issues arise in either of these locations, jurisdiction is left to the city administration.
  • District 11 - Residential Zone - The various spires and buildings that line this district serve as the homes for everyone that lives within Caleria.
  • District 12 - Commercial District - Home of the numerous corporations, companies, and organizations that exist within Caleria. This area is one of the more protected by C-Sec, and digitally secure as well due to the constant flow of sensitive information that comes through here. While many meetings and such also happen here, quite a bit is shifted to the Commons when a break from the regular is needed, or just a breath of fresh air or company events.
  • District 13 - Administration District? - On the outside, this district looks and operates like an administration district, serving the needs of both the Second Citadel as well as the Commercial District, but ever since the death of Teebu Nyrrire and the shift to a Board of Governors, many have questioned what is really occurring within this district.

The Underwater City

Under the surface of Caleria lies a sprawling labyrinth of support structures, passageways, and buildings that stretch all the way down into the chasms at the bottom of the ocean.

Outside of the Caleria Weapons Manufacturing Plant which is accessible from the Second Citadel and the heart of the Hydroponics Systems Administration Complex, accessible from District 5, much of what lies below the surface is unknown. One thing known to only the deceased Grand Admiral and now Lady Second Cassandra Oriana Tyris, is the existence of an escape passage that leads directly to the Chancellor's Villa on the western edge of the Marid Plains.
