I think that members of the DJB leave everything behind when they join. If you agree to that, but state that this was founded during Miroya's time in the Brotherhood, it is unlikely that a mere Journeyman would have the resources and other things required to found some sort of organization. - I'm saying that it is highly unlikely that members of the Dark Jedi Brotherhood would be able to found an organization during their characters' time in the Brotherhood because they give everything up. I have found that many members have trouble wrapping their head around this idea, but it still stands.
