Confusion: The Commander General and Prefects are depicted to have their own rank bars - indicating that those titles are actually ranks. However, the Order of Battle lists both the CG and PRE's as having their own, lower rank. Either these members carry the rank, or the titles of CG/PRE are not ranks, but simply titles.
