* That's right, yeah. In, I think, 2000 the CoJ was first created, before then everything was just done by the HCI. It was basically a copy of the HCI and had exactly the same people in it. Justicar was the head, First Archon was the second in charge (like the HCI's Tribune) and then the Archons were like the individual INQs. It was scrapped sometime in later 00 or 01 or something.
