You've made a claim that seems to say your brother was given into the custody of the Drall in 21 BBY to avoid the clutches of Darth Vader. That's simply not possible, in 21 BBY Anakin Skywalker was still the Padawan of Obi-wan Kenobi. Darth Vader didn't exist until the ending days of the Clone War in the year 19 BBY.
Seeing as there is a gap of about 8 years between the next "section", I think it's plausible these things happened during that time period with his actual "birth" happening in 21 BBY. --Halcyon 08:55, 3 November 2006 (Mountain Standard Time)
