Err...no they don't, actually.  If you wish to have a custom species used within the DB, then it is "open" for anyone who wishes to use it.  However, if someone isn't really following the basics of what that species is, then asking them to make it more in-line is fine.  But anyone can use a custom species--[[User:Halcyon|Halcyon]] 20:06, 11 January 2008 (MST)

Once a species is approved as custom the rules explicitly state that it is now free for any DB member to use. From what I understand, Anubis wasn't aware of that fact until recently so anything he agreed to would have been without that knowledge.
